e-Government Solution
Luton Borough Council is using Hyperwave’s knowledge management solution for e-Government to power the council’s intranet and internet and to integrate with the Luton and Bedfordshire Consortium portal. Over 2,500 employees and members in this initial phase will be able to access documents and streamline daily activities through an updated intranet system, as well as publishing news articles and other stories to the website using Hyperwave’s flexible content management module.

Following a lengthy evaluation process Luton decided to implement Hyperwave’s eKnowledge Suite, eKnowledge Portal and Team Workspace modules to create the new public portal. The council needed to improve its commitment to stringent SOCITM website criteria and the Hyperwave functionalities such as messageboards, improved GUIs and format will contribute to this aim. In addition, capacity issues with the existing Site Yard web content management system limited the publishing of new pages to the website.
The combined intranet and internet solution will be rolled out to all staff and councillors initially, with the aim of expanding functionality to include links to the Luton and Bedfordshire Consortium portal for citizens to use as a personalised transaction portal. The intranet will be used to publish and manage all internal documents, members’ information and administration as well as general communications between citizens, partners and staff across all departments within Council.
Ensuring that Luton Borough Council is working towards the Government’s Electronic Service Delivery initiative is a key issue for us at the moment. Hyperwave’s knowledge management and e-learning product suite of applications includes content and document management, search and retrieval, workflow, collaboration and e-learning modules. As well as updating the look and feel of the website, the Hyperwave solution allows a single publishing process to both sites and reduces data redundancy. The portal gives a single personalised point of access to information for all employees, members and citizens. Hyperwave will also be fundamental in the delivery and management of Luton’s Electronic Social Care Records for it’s Social Services Directorate.
Hyperwave offered the most complete collaborative information management solution and the new intranet will enable staff to retrieve frequently-used information rapidly without having to delve into files. The scope for expanding the solution to add a back-office system integration component and FAQ’s will be a future consideration.
