Hyperwave implements Electronic Learning Center for Health and
Human Services’ Head Start Program
Electronic Learning Center enhances delivery of Technical Assistance
services by expanding the collaboration, knowledge, and skills of
all participants across the Head Start community.

Hyperwave, a leading provider of collaborative Enterprise Content
Management solutions, today announced that they have provided Health
and Human Services (HHS) with an Electronic Learning Center for
the Head Start Bureau. The Center will serve as a central repository
of electronic resource materials in all disciplines of early childhood
development. Expert information will be readily accessible in an
infrastructure that can be accessed, shared and used quickly to
promote more efficient delivery of Technical Assistance (TA) services
to its users.
Head Start is designed to foster healthy development in low-income
children. Program grantees and delegate agencies deliver a range
of services, responsive and appropriate to each child's and each
family's heritage and experience, that encompass all aspects of
a child's development and learning. The Head Start program is administered
by the Head Start Bureau, the Administration on Children, Youth
and Families (ACYF), Administration for Children and Families (ACF),
and the Department of Health and Human Services (DHHS).
Health and Human Services selected Hyperwave to deliver a collaborative
learning center that is based upon four core components:
- people being organized into communities,
- processes that systematically capture learning and turn the
learning into lessons available to others,
- technology that enables the flow of information and connects
TA specialists across the network and finally,
- content organized as Head Start knowledge assets.

Hyperwave partnered with Cleverex Systems to provide both project
management and services to ensure the successful delivery of the
Head Start Electronic Learning Center. Cleverex is also responsible
for providing Training and first line support of the application.

for Cleverex, during a demonstration to a core influential group
of Head Start delegates who responded with great excitement and
enthusiasm.
The Head Start Bureau has defined additional goals for this effort
that relate to the quality of TA and the effective/efficient delivery
of TA services. These goals are:
- Increase the capacity of people to collaborate and connect
with one another for the purpose of fostering the exchange of
knowledge, skill and ability.
- Increase the capacity to collect and disseminate needed knowledge
(e.g. best practices, lessons learned, success stories, Q&A.)
- Increase the capacity to capture what is learned from experience
and make that knowledge available across the network.
- Decrease the cost of paper-based production and distribution
- Increase capacity to develop approaches to delivering TA services
based on local needs
- Enable Grantees to self-train and to connect with distant learning
opportunities.
- Facilitate the delivery of targeted learning events and educational
modules
- Increase the capacity to distribute customized on demand information
and data
