Hyperwave Powers Swiss Emergency Aid Operations
Swiss National Emergency Operations Centre co-ordinates
federal emergency service using Hyperwave’s knowledge management
platform

Hyperwave, a leading supplier of collaborative knowledge management
and e-learning software, today announced the entire extranet operation
of the Swiss National Emergency Operations Centre (NEOC) is based
on Hyperwave’s knowledge-management platform.
Based in Zurich, the NEOC is the central technical office of the
federal emergency service. The office organises and centrally co-ordinates
the deployment of all auxiliary and operational personnel. Rapid,
efficient information access and retrieval is of the utmost importance
and can ultimately save lives. The NEOC’s Hyperwave-based
extranet ensures situation reports and information are delivered
quickly to the right person or body.
Operating from a central location and communicating with different
partners worldwide, the NEOC required a user-friendly knowledge
management system, modular construction and data access that was
not platform-dependent. The extranet ensures high security requirements
by using an SSL code and restricted writing rights. However, a large
number of users have extensive access to the data pool and this
process is handled by central data access control even at hyperlink
level. Parity of information between all elements of the NEOC is
ensured by the content management system.
A constant state of operational alert is a high priority for the
NEOC. Advance warning times are extremely short and in the event
of incidents, early information from the authorities, police stations
and management staff concerned is essential. Peter Richards, Hyperwave

emergency information between various NEOC groups.”
Every year, the NEOC receives notification of over 400 technical
disruptions and incidents of damage. Other emergencies covered by
the NEOC include major accidents involving chemicals, exposure to
high radiation, nuclear explosions, dams bursting and dangers arising
from satellites hitting the earth. The office also makes its infrastructure
and expertise available to various environmental bodies in the event
of natural disasters.
National Emergency Operations Centre
The National Emergency Operations Centre (NEOC) based in Zurich
is the federal technical office for emergency incidents. These include
primarily danger from high radioactivity, whether due to an incident
in a nuclear power station or a laboratory or transport accident.
Its responsibilities also cover major accidents involving chemicals,
dam breaches and dangers due to satellites hitting the earth. The
emergency office is affiliated to the general secretariat of the
Swiss Department of Defence, Civil Security and Sport (VBS).
